COMMUNIQUE ISSUED AT THE END OF THE 2026 NATIONAL DELEGATES
CONFERENCE HELD FROM 2 ND – 8 TH JANUARY, 2026 AT THE UNIVERSITY OF
PROFESSIONAL STUDIES, ACCRA (UPSA).
The Ghana National Association of Teachers (GNAT) successfully convened its 7th
Quadrennial (54th) National Delegates Conference at the University of Professional Studies,
Accra, from 2nd to 8th January 2026. The Conference was held under the
theme: “Education and Development: The GES @50: Reflecting, Reviewing, Revising and
Growing the Profession and the Unions.”
The official opening was graced by His Excellency John Dramani Mahama, President of the
Republic of Ghana, and chaired by the distinguished Opanin Kwame Pianim. The
Conference brought together delegates and observers from all ten (10) GNAT regions, past
and present National officers and staff of GNAT, and representatives of both national and
international guests. The Conference issued the communique, that:
1.Conference accepts the promise by the President of the Republic, for the payment of
20% monthly basic salary as allowance to teachers in areas designated as deprived and
calls for expedited action to ensure its full implementation.
2.Conference accepts the proposal by Government for the implementation of the
“Teacher Dabre” policy (Duty Post accommodation) to provide decent
accommodation attached to new school buildings for teachers and calls for expedited
action on it to motivate teachers.
3.Conference accepts the directive by the President of the Republic of Ghana, that the
Ghana Education Service (GES) takes steps to promote staff who are due from the rank
of Deputy Director to Director II and those due from Director II to Director I and calls
on the GES to implement the directive without further delay.2
4.The Association will continue to engage the Government on teachers accommodation
through the proposed Government Assisted Mortgage Scheme (GAMOS) to support
teachers to own their houses.
5.The Scheme of Service for teachers under the Technical Vocational Education and
Training (TVET) Service should be critically reviewed and streamlined to address the
discrepancies and inequalities that have arisen following the migration of some
teachers from the Ghana Education Service (GES) to the TVET Service.
6.In view of the urgent planetary environmental crisis and the existential threat of the
Galamsey menace to the country, Conference calls on the Government to show greater
commitment to the fight against the menace by deploying more resources, empowering
the NAIMOS and creating special courts for the speedy trial of Galamsey cases, to
save our forests, water bodies and the people from imminent extinction.
7.Conference acknowledges an urgent need for GES/TVET to ensure a safe school
environment for teachers and learners to enhance teaching and learning, and urges the
courts to issue deterring sanctions to students, individuals and groups who take the law
into their hands and attack teachers.
8.GNAT calls on GES/TVET to publish specific yearly timetable for the conduct of
promotion aptitude test and the placement of qualified candidates on appropriate scale.
9.The Association calls on GES/TVET to extend Study Leave With Pay to cover
qualified teachers who wish to pursue post graduate programmes relevant to the
Services.
10. Conference calls on GES to introduce fuel, commuting and responsibility allowance to
SISOs and other scheduled officers at the education offices.
11. Conference calls on the Government to extend Maternity Leave from 3 months to 4
months.12. Conference demands an immediate review of the Single Spine Pay Policy (SSPP) to
ensure salaries commensurate with teachers’ critical roles.
13. Conference calls on the leadership of GNAT to take steps to establish Mutual Health
Insurance Scheme for its members.
14. The report of the National Education Forum organised by Government and actions
taken on key recommendations should be made public.
